Constrained-vCPU sizes

Sizes with vCPUs capped but full memory/IO, sold to cut per-core software licensing costs.

Some Azure sizes (written like Standard_E16-4s_v6) constrain the active vCPU count — here 4 of 16 — while keeping the full memory, bandwidth, and IO of the larger size. They exist to reduce per-core software license costs (databases especially) without giving up memory.

This explorer covers the standard, uniform-ratio sizes and omits constrained variants; they are noted in the coverage report rather than shown with a partial spec.
